TGA Organizational Chart

According to Article 10 of the Transport General Authority's (TGA) Regulations, the President undertakes the following responsibilities:
  • Overseeing the operations of the Authority through approved regulations, plans, and programs.
  • Proposing general policies related to the Authority’s activities, as well as the plans and programs required for their implementation, and submitting them to the Board.
  • Proposing plans for te development of land, maritime, and rail transport activities in Saudi arabei.
  • Preparing the Authority’s annual budget proposal and final accounts, and submitting them to the Board.
  • Representing the Authority before government entities, institutions, relevant bodies, and other parties both within and outside the Kingdom.
  • Proposing internal regulations to manage the Authority’s operations and appoving procedures based on the Board’s regulations and decisions.
  • Disbursing from the approved budget and taking all financial actions in accordance with the approved regulations and the powers delegated by the Board.
  • Preparing and reviewing reports on the implementation of the Authority’s plans and programs, and presenting them to the Board. Contracting for services, operations, and other activities in line with the regulations and his authorized powers.
  • Preparing the Authority’s annual report, identifying the challenges faced, proposing appropriate solutions, and submitting it to the Board for review and onward submission to the relevant authorities after approval.
  • Signing agreements, protocols, and contracts after the Board's approval.
  • Organizing the Authority’s participation in regional and international conferences, events, and festivals.
  • Issuing decisions necessary to implement the provisions of the regulations, as well as the approved rules and procedures, within the scope of his authorized powers.Appointing employees in accordance with regulations and supervising them.
  • Approving training, scholarship, and delegation programs for the Authority’s staff in all fields of work, and monitoring their implementation.
  • Exercising any powers granted to him by the Board’s decisions and the Authority’s regulations.
The President may delegate some of his responsibilities to any of the Authority’s personnel as deemed appropriate.

    • Supervise the application of all approved laws, regulations, and instructions within the Agency and the units it oversees.
    • Develop organizational policies, rules, instructions, procedures, and timelines for the Agency’s work and monitor their application after approval.
    • Ensure safe and sound work practices and rationalize performance in line with relevant regulations.
    • Oversee the Authority’s operational planning, quality assurance, efficiency, and productivity across all programs and activities in every unit, ensuring continuous improvement measures are carried out.
    • Identify the Authority’s needs for equipment and devices and work to provide them to support ongoing performance enhancement.
    • Provide overall supervision of financial and support services for all Authority units, branches, and centers, ensuring adherence to applicable administrative and financial regulations.
    • Exercise overall supervision of procurement and contracting activities in accordance with approved regulations.

  3. About Deputyship for Legal Affairs and Regulations:

    • Provide administrative and professional oversight to the Agency’s subordinate units, ensuring coordination and integration among their activities for optimal resource utilization.
    • Supervise the implementation of approved laws, regulations, and instructions within the Agency and its affiliated units.
    • Oversee the development of organizational policies, rules, procedures, and schedules related to the Agency’s work, and monitor their application after approval.
    • Maintain continuous coordination with other agencies within the Authority to accomplish joint tasks.
    • Supervise the drafting and legal review of regulatory and decision-making documents in accordance with policies developed by the Regulatory Affairs Sector.
    • Ensure the legal soundness of contracts entered into by the Authority with other entities and propose necessary amendments to safeguard the Authority’s rights and interests.
    • Oversee the review and revision of agreements and contracts the Authority intends to enter into, in coordination with the relevant departments, ensuring protection of the Authority’s rights.
    • Study the legal implications of joining international agreements and the legislative changes required to align with them and modernize the legal framework.
    • Supervise the representation of the Authority in all lawsuits filed by or against it before judicial or arbitration bodies of various types and levels.
    • Oversee the preparation of legal briefs and responses to be submitted to courts and quasi-judicial committees.

  3. About Deputyship for Land Transport:
    • Oversee the preparation of five-year and annual plans and the Agency’s estimated budget in line with the Authority’s overall goals and policies, and follow up on their implementation after approval.
    • Provide administrative and professional supervision of affiliated units and coordinate between them to ensure activity integration and optimal use of available resources.
    • Supervise the implementation of relevant laws, regulations, and instructions across the Agency and its subordinate units.
    • Develop organizational policies, procedures, rules, and schedules related to the Agency’s work and ensure their implementation after approval.
    • Maintain ongoing coordination with other agencies and departments within the Authority to accomplish shared tasks.
    • Oversee the development of policies, guidelines, procedures, standards, specifications, and requirements for all types of road freight transport activities, including domestic, cross-border, and hazardous materials transport, as well as logistics support services.
    • Oversee the development of policies, procedures, and requirements for all bus transport activities in the Kingdom, including specialized transport, intercity transport, and urban transport services.
    • Oversee the development of regulatory frameworks for small vehicle transport activities, including taxi services and rental car operations.
    • Oversee the development of policies, procedures, and requirements for professional qualification programs in the land transport sector, including the training and certification of drivers, assistants, operations managers, training centers, and testing centers.
    • Oversee regulatory development for vehicle guidance activities, including freight vehicles, buses, and small cars.
    • Set and oversee licensing requirements for all land transport activities.
    • Lead the development of regulatory solutions to address challenges faced by land transport operators, investors, and beneficiaries.
    • Work to reduce environmental pollution associated with land transport by overseeing participation in the development of relevant standards and specifications.
    • Oversee the Agency’s participation with the Transport Accident Investigation Bureau in technical investigations involving fatalities, property loss, or major disruptions in land transport activities.
    • Oversee the Agency’s coordination with the Data Management Office regarding national data management related to land transport—whether produced, received, processed, or handled—according to applicable regulations.
    • Oversee efforts to enhance the effectiveness and socioeconomic return of land transport, in coordination with the Transport Enablement Agency.

    • Oversee the development of policies, guidelines, procedures, standards, specifications, and technical requirements for rail transport, including all components of the rail environment, railway infrastructure, and associated facilities within and between cities, in coordination with relevant internal and external entities.
    • Ensure the safety and efficiency of all rail‑infrastructure components, within and between cities, including maintenance in line with approved standards, and verify the professional competence of rail‑sector stakeholders in coordination with relevant entities.
    • Safeguard the rights of rail‑service users, passengers and freight, within and between cities, and regulate and monitor fares and tariffs for rail services in accordance with Authority instructions.
    • Oversee the granting of rail transport rights and concessions, within and between cities, in line with regulations and requirements, to maximize infrastructure utilization and deliver high‑quality, reasonably priced services for users and viable returns for investors.
    • Work to reduce environmental pollution associated with rail transport activities by overseeing participation in setting relevant standards and requirements.

    • Supervise (approve and regulate) maritime education and training programs in the Kingdom.
    • Safeguard seafarers’ rights and improve working conditions on Saudi and foreign vessels operating in Saudi waters, in line with international conventions and domestic regulations.
    • Ensure effective participation and representation of the Kingdom in the IMO, maintain communication, and ensure alignment with international and national flag‑State requirements.
    • Study the merits of the Kingdom’s accession to international maritime conventions, coordinate with relevant entities, and submit recommendations.

    • Oversee the preparation of five‑year and annual plans and the Deputyship’s estimated budget within the Authority’s overall goals and policies, and follow up on their implementation once approved.
    • Provide administrative and professional supervision of subordinate units and coordinate among them to ensure activity integration and optimal use of resources.
    • Supervise the application of approved laws, regulations, and instructions across the Deputyship and its units.
    • Develop organizational policies, rules, procedures, and timelines related to the Deputyship’s work and ensure their implementation after approval.
    • Maintain continuous coordination with other Deputyships and departments of the Authority to accomplish joint tasks.
    • Oversee the provision of research, consultancy, and specialized technical, economic, and social studies aimed at developing land, maritime, and rail transport activities as well as emerging transport modes thereby improving service quality, raising investment value, enhancing safety, and protecting the environment.
    • Encourage and protect fair competition among land, maritime, and rail‑transport service providers, safeguarding the sector from harmful practices.
    • Create favorable conditions for attracting investment in the transport sector in line with the Kingdom’s economic and social‑development objectives.
    • Conduct technical, economic, and social feasibility studies for modern transport modes, develop regulatory solutions for their licensing, and encourage investment in them.

    • Supervise the implementation of approved regulations, policies, and instructions within the Deputyship and its supervised units.

    • Provide overall oversight for the Authority’s unified digital service platforms and portals, which support the journey of investors, license applicants, and current license holders, ensuring integration with transport ecosystem partners and relevant stakeholders to streamline processes and attract global and local investments.
    • Oversee coordination between affiliated units and the Data Management Office in managing national data handled or produced by the Deputyship, in accordance with applicable regulations and policies.
