Transport General Authority clarifies the mechanism for controlling foreign truck and bus transport operations destined for and transiting the territory of the Kingdom

Transport General Authority confirmed that the Cabinet’s approval of the mechanism for controlling transport operations by non-Saudi vehicles destined for and transiting the territory of the Kingdom comes within the framework of supporting the national carrier, ensuring fair competition, creating an investment environment to attract investments, and contributing to raising the level of safety and security for transportation services as well as the governorate. on public capacities and road infrastructure. The authority explained that the approval consists in adopting the recommendations of the concerned team formed by several government agencies, the most prominent of which is the application of all requirements and requirements imposed on the Saudi carrier, such as the operational life, the tracking device, etc., on all non-Saudi vehicles destined for and transiting the territory of the Kingdom, and the approval of work in the activity of transporting goods with a document Transporting goods issued from the General Transport Authority’s electronic portal (Naqlat portal - Bayan service), which includes cargo data, its destination and itinerary, to be a prerequisite for the entry of non-Saudi trucks into the Kingdom, and the transport of passengers and goods will be limited to non-Saudi vehicles on their way back to their country of registration. From the city of arrival only, or cities and stations located on the path of return, and others will require obtaining a permit from the Public Authority for Transport and foreign vehicles with empty loads will not be allowed to enter except with a permit from the authority. The decision also includes not allowing non-Saudi vehicles to stay within Saudi territory for more than the permitted period, and if the period exceeds, it will be circulated as a violating vehicle, and the contract will be limited to Saudi carriers only for local companies, factories and institutions. The authorities concerned with addressing the phenomenon of violations of non-Saudi vehicles inside the Kingdom will work to complete the process of integration and technical connectivity, which will result in preventing drivers or their assistants, in the event of registered transport violations, from entering the Kingdom until after the fines have been paid as well as upon exit from it, and this will be accompanied by launching awareness campaigns on the importance of Cooperating not to deal with foreign vehicles for transportation between the cities of the Kingdom, and limiting internal transportation of passengers and goods to licensed national vehicles, in order to ensure the preparation and organization of the public transport sector in the Kingdom, based on the main objectives of the national strategy for transport and logistics and as an extension to achieve the aspirations of the leadership and the vision of the Kingdom 2030, to become a leading model The transport and logistics sector is a global logistics hub, connecting the three continents of the world.
